Trying to figure out the new 2007 edition of NFPA 1971 and what it means to your department? We were at FDIC, and got the full run-down on the new standards. Here's a summary of what they are and what they mean to you:
The new combined standard has two significant additions:
DRD is the acronym for the "Drag Rescue Device". It is the most visible change on every NFPA-compliant structural coat manufactured after the standard's effective date. It is a simple system which enables rescuers to securely grab a loop of webbing exiting the coat back and pull a downed firefighter to safety without risk of removing only the garment.
CBRN covers 4 distinct groups of hazards for which America's "first responders" may need protection. Chemical, Biological, Radiological and Nuclear threats by terrorists are a growing concern. The 2007 edition of NFPA 1971 includes optional requirements to protect against such attacks, recognizing that firefighters will likely be first on the scene. Specialized ensembles for each event may be neither needed nor cost effective for most fire departments.
Some minor changes to NFPA 1971 are less visible, but still important to safety:
THL (Total Heat Loss) is the measurement of how well a basic 3-layer composite of outer shell, thermal and moisture barrier allow heat to dissipate. THL has increased from 130 to 205.
CCHR (Conductive and Compressive Heat Resistance) is how long it takes heat to conduct through a compressed area of the garment. CCHR was almost doubled from 13.5 to 25 seconds to give much better protection in the knee and shoulder areas.
Trim must meet more stringent performance requirements intended to achieve greater visibility and durability.
Collar height is reduced to a minimum of 3 inches from 4 inches, recognizing that one size does not fit all of today's firefighters.
Certification of the quality systems of testing laboratories to ISO standards and a requirement for manufacturers to establish written safety alert and recall systems are added.
Durability of materials, specifically resistance to degradation caused by light, is addressed by tougher testing.

May Recap - Public Safety Grants
With the closing of major grants such as the Assistance to Firefighters Grant Program (AFGP), last month was pretty light in grant news. Think of it as the nap after a huge Memorial Day barbecue with so many grants finishing their application periods, reviewers around the country are going to have their hands full for a while.
There's still plenty going on in the grants world though, with new programs open (see below) and training opportunities for writing successful grants. Any time a major grant has closed, is also a good time to reeducate yourself and your department about grants. What is your strategy to get grant funding? What equipment do you need most? Do you have current facts and figures to back up your case for need? And do you have the training to write a solid application?
Use June as a time to shore up all these things. Get your area's latest demographics. Outline your critical infrastructure. Sign up for a grant seminar. Talk with your personnel, city management and citizens about what your department needs and what they would like it to have. Make it happen and you'll be all the more ready, when the next big grant opens for your application.
