The Department of Homeland Security has published the guidelines/ application document for the 2005 Homeland Security Grant Program (in PDF format). This important document outlines the program priorities and goals for six separate grant programs. They are:

  1. State Homeland Security Program (SHSP)
  2. Urban Areas Security Initiatives Program (UASI)
  3. Law Enforcement Terrorism prevention program (LETPP)
  4. Citizen Corp Program (CCP)
  5. Emergency Management Performance Grants (EMPG)
  6. Metropolitan Medical Response System (MMRS)

Through the DHS Office of State and Local Government Coordination and Preparedness (SLGCP) Office for Domestic Preparedness (ODP), state and local emergency prevention, preparedness, and response personnel will receive approximately $3 billion in funding to enhance our nation's homeland security.

Departments should understand that all of the money associated with these particular programs is applied for and distributed by your respective State Administering Agency, and they are the only agency eligible to apply for these HSGP funds. Departments should nonetheless read guidelines document in order to better understand the priorities and funding strategies that will be in place by the individual states.

Questions regarding applying for your agency's needs should be directed through your State Administering Agency, who has total control over how and to whom these monies will be distributed downstream to local units of government.
