What is the program?
NIJ is soliciting concept papers to research, develop, test, and evaluate technology that can be used to combat violence against women. Examples of such technology include duress systems, electronic monitoring systems, and information sharing systems. NIJ seeks proposals on technology that has the potential for use in reducing the level of violence against women, increasing the safety of women, and improving criminal justice policy and practice in this area.

What is a concept paper?
A concept paper is a "paraphrased" grant paper. In other words, you write out a typical grant application, but you do not have to include details such as timelines, budgets, budget narratives etc. You only need to briefly relate the expected costs. If the reviewers like your idea, they then ask you for a fully detailed application, which will compete against similar applications. Grant awardees would then conduct the research (carry out the described program) and report what happened during the program.

It should be noted that the National Institute of Justice (NIJ) is the research and development arm of the DOJ. The NIJ distributes the money to fund "new" or "innovative" approaches to law enforcement problems and the solutions to those problems. The grantees will have to prepare extensive reports during and after the grant, which will also involve strong evaluation processes.
