What is the program?
NIJ is seeking concept papers for research and evaluation that will inform national policy and practice related to terrorism, transnational criminal behavior, and any connections between them, as well as criminal justice/first responder strategies for responding to and preventing terrorist incidents. Successful applicants must demonstrate sound methodology and show how the proposed research will advance knowledge, practice, and policy on the topics of terrorism, transnational crime, and public safety.

What is a concept paper?
A concept paper is a "paraphrased" grant paper. In other words, you write out a typical grant application, but you do not have to include details such as timelines, budgets, budget narratives etc. You only need to briefly relate the expected costs. If the reviewers like your idea, they then ask you for a fully detailed application, which will compete against similar applications. Grant awardees would then conduct the research (carry out the described program) and report what happened during the program.

It should be noted that the National Institute of Justice (NIJ) is the research and development arm of the DOJ. The NIJ distributes the money to fund "new" or "innovative" approaches to law enforcement problems and the solutions to those problems. The grantees will have to prepare extensive reports during and after the grant, which will also involve strong evaluation processes.
