    What is the program?
    The Federal Highway Administration (FHWA) is contemplating the award of multiple (approximately 2 to 6) demonstration and evaluation projects for a performance period of 24 months. A total of $500,000 in Federal funds is available in fiscal year 2005 to fund from two to six demonstration and evaluation projects for a period of 24 months. Individual award amounts are expected to range between $50,000 - $100,000.

    The applicant's 20 percent match requirement can be met through direct financial contribution or through "in-kind"" services.

    The objective of these demonstration and evaluation projects is to determine the extent to which gateways lead to lower speeds and improved safety on main roads in rural communities.

    This cooperative agreement program requires each recipient to conduct a carefully planned demonstration and evaluation of implementing a gateway for speed management. The recipient will designate a specific demonstration community (or group of communities). A demonstration community is the geopolitical area where the speed management demonstration will take place. This could be a State, a county, a city, a township, a borough, or any defined geographic entity or group of geographic entities within the United States with a clear governing body.

    A gateway is a physical treatment that indicates a change in environment from a higher speed road to a lower speed road, or commercial district. Gateways are a combination of traditional and nontraditional traffic control treatments, such as enhanced signing, lane reduction, colored pavements, pavement markings, experimental striping, gateway structures, traditional traffic calming techniques or other identifiable features. For the purpose of the RFA, only gateways that indicate a change from a higher speed rural road to a lower speed road through a rural community will be considered.
