What is the program?
NIJ is seeking concept papers for research, development, testing, and evaluation of personal protective equipment for law enforcement officers. NIJ intends to fund projects that involve applied technology research, development, demonstration, analysis, and evaluation of technologies or their implementation. NIJ also seeks the demonstration of technologies intended to be applied commercially.

What is a concept paper?
A concept paper is a "paraphrased" grant paper. In other words, you write out a typical grant application, but you do not have to include details such as timelines, budgets, budget narratives etc. You only need to briefly relate the expected costs. If the reviewers like your idea, they then ask you for a fully detailed application, which will compete against similar applications. Grant awardees would then conduct the research (carry out the described program) and report what happened during the program.

It should be noted that the National Institute of Justice (NIJ) is the research and development arm of the DOJ. The NIJ distributes the money to fund "new" or "innovative" approaches to law enforcement problems and the solutions to those problems. The grantees will have to prepare extensive reports during and after the grant, which will also involve strong evaluation processes.
