What is it?
It is the belief of the Penny Harris Foundation that budgetary constraints should not prevent America's communities from enjoying the cloak of protection afforded by a highly trained public safety canine team.
A 501(c)(3) Corporation, the Penny Harris Foundation is dedicated to assisting police departments in their quest to field quality police canine teams.
Since 9/11 the cost of dogs, training and upkeep has skyrocketed. But the importance of their specialized skills has never been more needed. Police dogs save lives, find missing children, take drugs off our streets, stop criminals cold and protect our police officers with their lives. If a police dog does only one of these things in his entire career he has paid for himself no matter what the cost. But police dogs do these things every day , all over this country, for their entire professional lives. Countless lives saved, countless crimes prevented, predatory criminals removed from society and dangerous drugs destroyed before reaching our playgrounds and schools.
Getting your community involved gives them ownership of their K-9 program. The money will be donated to the Penny Harris Foundation and placed in an account specifically for your agency. This removes the inherent conflict that comes from an agency soliciting funds directly from the people it is charged with overseeing. Another advantage of this is that Penny Harris Foundation has 501(c)3 status, so donations are tax deductible, plus many organizations are much more willing to donate to a Foundation. This fund raising effort will help to cover the cost of your K-9, deployment equipment and training.
Once there is enough funding to move forward, your agency will be scheduled for a class and receive your K-9. If your agency falls short of the required funding, the Penny Harris Foundation will look to other sources to make up the difference. Penny Harris Foundation will not retain any of the funding raised from your community on behalf of your agency.
