Introduction to CEDAP

CEDAP is sponsored by the DHS Office of State and Local Government Coordination & Preparedness (SLGCP). It is designed to assist smaller communities in acquiring and using commercially available equipment to prevent, deter, and respond to terrorist attacks, as identified in state homeland security strategies.

This competitive program is a direct assistance program, not a grant program, and SLGCP will provide the equipment and technical assistance directly to the selected jurisdictions.

Eligibility

Eligibility for the CEDAP is limited to law enforcement agencies, fire, and other emergency responder organizations with specific financial and capability needs. Equipment and equipment training awards are offered in five categories: personal protective equipment; thermal imaging, night vision, and video surveillance tools; chemical and biological detection tools; information technology and risk management tools; and interoperable communications equipment.

CEDAP equipment awards are integrated with state planning processes for regional response and asset distribution. Each state's administrative agency has the opportunity to review applications submitted by first responder organizations within their state to ensure that equipment requests are consistent with their state homeland security strategy.

Awardees must not have received technology funding under the Urban Areas Security Initiative or the Assistance to Firefighters Grants program since October 1, 2006.

Awardees that have received grant assistance from FEMA under FEMA’s Interoperable Communications Equipment (ICE) program are not eligible for interoperable communications equipment under CEDAP.

  • Some items require training and standards requirements prior to being eligibility through CEDAP, such as OSHA and NIOSH compliance. Chemical and biological hazard detectors require the operator be trained and have the appropriate level of PPE for the threat they are investigating.

Common Reasons for Unsuccessful CEDAP Applications

Below are the most common reasons why CEDAP applications may have received lower scores or been rejected:

  1. The response did not fully address the question asked
  2. The response lacked details regarding how the equipment requested would be used in daily operations
  3. The response was generic and failed to provide sufficient details
  4. The answers did not address the equipment requested
  5. The answer conveyed a lack of understanding of the equipment requested
  6. There was a lack of detail regarding the agency's planning and/or needs and capabilities assessments
  7. The response was unclear
  8. The answer failed to describe integration of the equipment requested into agency operations
  9. The applicant did not demonstrate a need for the requested equipment
  10. The application indicated a lack of coordination between regional agencies
  11. There was a lack of detail regarding the agency's ability to maintain the equipment from a staffing, financial and infrastructure perspective

When answering question 22 on the CEDAP application the following is information that the reviewers will have and will be comparing your answers with: A critical incident is one that...

  • can cause deaths or significant injuries to the public
  • could shut down financial, business and commercial institutions
  • could disrupt operations of national, regional, and financial infrastructure
  • could cause physical or environmental damage
  • can threaten the national or regional financial standing or public image

Critical incident management is the standardized processes, protocols, and procedures that all responders – Federal, State, tribal, and local – will use to coordinate and conduct response actions to manage a critical incident.

To address national preparedness, the President issued Homeland Security Presidential Directive 8: National Preparedness (HSPD-8), which calls for a National Preparedness Goal that establishes measurable priorities, targets, and a common approach to developing needed capabilities. The Goal utilizes a Capabilities-Based Planning approach to help answer the questions:

  • how prepared are we?
  • how prepared do we need to be?
  • and how do we prioritize efforts to close the gap?

A central objective of Capabilities-Based Planning is the identification of target levels of capabilities that Federal, State, local, and tribal entities must achieve to perform critical tasks for homeland security missions. Capabilities are combinations of resources that provide the means to achieve a measurable outcome resulting from performance of one or more critical tasks, under specified conditions.

What is the program?

The FY 2008 CEDAP complements the FEMA National Preparedness Directorate's other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.

Since its inception in fiscal year 2005, more than $103 million in equipment and equipment training has been awarded through CEDAP to law enforcement agencies, fire, and other emergency responders.

CEDAP is highly competitive and designed to complement the department's other grant programs. The program strengthens regional response, mutual aid, and interoperable communications capabilities across the nation by providing local homeland security partners essential equipment and equipment training that they may not otherwise be able to afford.

This means that CEDAP awards are not monetary awards. Applicants may select one item from the menu of available equipment choices, and successful applicants will receive the item they specified in their application.
