"The Eagle Has Landed: First-Round AFGP Winners Announced (Finally)"

After weeks of delays, official first-round AFGP award announcements were published today. Here are the winners...

End of the Holding Pattern
Fire departments across the country have been in an anxious holding pattern for several weeks, waiting for official notifications to begin. DHS' announcement today relieved those anxiety attacks.

Today's announcement awards funding to 2,040 departments during this first round. The first round was predominantly vehicle apparatus awards. The reason for this is that DHS sought to give as much lead time as possible to departments needing to place orders and await delivery for apparatus.

39 First-Round Winners Are CHIEF Grants Customers

Standalone EMS Winners Also Announced
The first round also saw a number of standalone EMS /Rescue departments being announced as well. This is the first year that they were allowed into the AFG program, and a collective sigh of relief was exhaled by many of them as well today.

All Awards, Dear Johns Expected by End of October
If you are a winner, congratulations! Try not to party too hard tonight. If your department's name was not lucky enough to be on today's list, do not despair. Weekly announcements should be forthcoming. Remember, not everyone could be in the first round! If DHS holds to its goal, all applicants will be have an answer, yea or nay, by October's end.

Rejection notices, or the dreaded "Dear John" letters, will also probably start to be issued within the next two weeks.

If you receive one, that means that for one reason or another your department will not be funded this year. If you receive a rejection notice, contact Kurt at CHIEF Grants. We'll be glad to assist you in determining where your application went wrong, and in educating you as to correcting those problems for submission to next year's program.

No Job Is Over Till the Paperwork Is Done
Getting an AFGP award is grounds to celebrate – but now is not the time to drop the ball, either. Proper grant management – reporting, paperwork, tracking and all that other tedious administrative stuff – begins now!

Managing your grant is essential to keeping the funding and to have improved eligibility for future grants. Remember: failing to manage a grant, means you can lose the grant!

Here are a few tips to get you on your way to managing your grant:

  • Make copies of everything you do during your procurement process
  • Document everything
  • Keep all receipts, bid requests, bid quotes and cancelled checks in a file for that grant (for example, "2005 AFGP")
  • Be meticulous about recordkeeping, especially in documenting your matching dollar spending
  • If you realize cost savings and have leftover grant money, there are a few steps to follow before spending it. You should be seeking your bids and quotes based upon the fact that you are now a cash customer. Before you use leftover grant money to buy anything not on your grant application, you must obtain permission from the FEMA FPS. Tell them what you propose to do, and obtain written confirmation of what was said before you expend those extra dollars. Keep a printed copy of that email in your grant file as well.
