Don't understand FEMA-speak? Kurt explains AFGP in your language, in his annotated version of the 2008 AFGP program guidelines (PDF format). Also look for the color-coded eligibility notes:
- Green for eligible activities, equipment, etc.
- Blue for priorities you need to address for a stronger, more competitive application
- Red for ineligible activities or equipment whose inclusion could hurt your application or lower its rating

New for 2008 is an AFG program requirement that members be fully trained to National Fire Protection Association (NFPA) 1001 or an equivalent State standard. If members are not fully trained to NFPA 1001, the department's application must include a training component for training funds and programs that would full train department to the standard.
Critical Infrastructure as defined by the Department of Homeland Security is defined in Presidential Executive Order 13228. Most DHS grants are predicated on the basis of risk and "risk" is directly tied to what "critical infrastructure" is within your area of responsibility. In order to obtain funding from these federal DHS programs it is essential that you always list what "critical infrastructure" is in your areas and that you have responsibility for.
